Conference objectives are:
- To identify strategies for improved systems of care for people living with HIV/AIDS;
- To increase grantees' knowledge of programmatic and administrative requirements;
- To enable grantees to share models of care; and
- To encourage collaboration and networking among grantees.

Together, CARE Act grantees provide HIV/AIDS primary care and support services to more than 533,000 low-income uninsured and underinsured individuals or family members every year.
The conference agenda is developed under six broad tracks:
- Access to Care
- Quality
- Program Development
- Coordination and Linkages
- Administration: Fiscal and Program Management
- Data, Evaluation and Outcomes
